Standard 1. Policy (objectives, strategy development) and quality assurance procedures for the educational program Mission & Development Conception

Mission and strategic goals of NSPU set out in Appendix 2.


The faculty mission is a new professional-quality teacher education as a means of socio-economic, scientific-technical, investment and integration, information, intellectual development of Russia.

In accordance with the mission of the main strategic goal of the faculty is to improve the quality of education and training of graduates, providing a stable position of the Institute in the competition among universities in the education market and the labor market, the need for harmonization of Russian education and relevance of higher education as a system of goals, requirements, standards and the requirements of major customers: individuals, society and the state. Therefore, we select a number of priorities in the work of the faculty:

 to improve the system of education at the faculty to meet the requirements of international standards in joining the Bologna process;

 to expand the list of educational programs and their correction based on the analysis of the labor market, in particular, professional teacher education and the needs of society in the services of the sphere;

 to meet the needs of the innovation of the Volga Federal District in the competitive staffing to meet the challenges of territorial development and implementation of socio-economic development of the region.
 to implement student-centered, competency and technological approaches to the organization of the educational process, providing block-modular technology of the educational process in a credit-modular system;

 to continuously improve the processes which ensure the functioning of the education system of the Institute and its teaching methods, software and information management at the present level, to constantly develop innovative business and research activities of the institute.

BEP mission in "Vocational training (by branches)" is the development of students' personality and to build skills in accordance with the new state standards, and how it corresponds to the mission of the university.

The goals and objectives of the educational program are reflected in the Charter, the strategic development plan, on the stand, the availability of information provided by its location on the blog faculty (http://vgipuppi.wordpress.com/) and on the blog out department (http://vgipukafped.wordpress.com/).



The adjustment of the goals and objectives of training

The University provides the involvement of all stakeholders (administration, faculty, students and employers) to define the goals and strategies for the development and improvement of the educational program through questionnaires and interviews.

The quality of the educational program provided a total quality management system of the University, acting on the basis of: government requirements for licensing, certification and state accreditation of educational institutions, standards and recommendations ENQA, the requirements and recommendations of the international standards ISO 9001. The Quality assurance points are:

 at university level: documented strategy, mission, policies and quality objectives (Appendix 2), since 2005 the center of quality management system (currently the center of education quality management), established internal university quality system of training (certification of QMS scheduled in the first half of 2013), for improving the quality of educational services in 2008 a rating evaluation of faculty and departments, point-rating assessment of students was introduced, and for the definition of satisfaction with the quality of education in 2008 an annual survey of students and graduates opinions was organized; regularly University the staff trains in quality management in the leading universities of the country, a strategic partnership on quality was established with LETI, since 2012 the university has been a project participant of «ENQA.ru». The Additional guarantee of quality is regular participation in quality competitions NSPU (2012 - NSPU is a Finalist of the quality competition "Quality Systems training of graduates of educational institutions of professional education");

 at the faculty level: there is a documented concept of the faculty development, curriculum goals, quality objectives, a set of CTTM, which regulates the activities of the faculty as a division of the university, the range of cases.

 at the department level: a documented concept of the development of the department of theory and teaching methods of professional education, educational program, work programs, courses, and curricula in disciplines, teaching textbooks, range of cases.



The analysis of the faculty work

Strengths:



  • documented mission, policy and quality objectives;

  • quality system and the structure of the university is based on TQM, the elements of the matrix management structure are created;

  • in-service training of employees in quality is regularly carried out;

  • target educational programs consistent with the mission and focus on the quality of training;

  • development of key strategic documents held with broad involvement of staff at various levels.

The areas for improvement:

  • the university website has no English version;

  • the quality management system is not currently certified (certification is planned for the 2nd half of 2013).

Standard 2. Approval, monitoring and periodic evaluation of programs and qualifications

The Curriculum

The curriculum is a document that defines the content of general education, general vocational and professional bachelor. It realized the mission of the university and the purpose of the educational program. The curriculum presents training courses, dates and hours of their study, the duration of the theoretical and practical training, tests and examinations and holidays. Each year a schedule of training programs is made up.

The curriculum includes the following components:


  • general scientific cycle;

  • professional cycle;

  • practice and scientific work of a master course student;

  • final state certification.

The adjustment of the curricula and training modules are realized in accordance with the strategy of the development of vocational education, with new requirements for professional activity of future masters in professional and scientific field.

The mission of the university and the purpose of the educational program are reflected in the content of training, and the logic of the learning process, as well as the interaction of disciplines related to the content of teaching material and formed competencies.


Each unit of the curriculum presents basic and variable parts.

The elaborated concept of the department of the theory and teaching methods of professional education is based on the competence approach and presented in the form of six projects, determining the choice of the developing target, content, procedural aspects of the training of future masters.

The curriculum of vocational training of master course students is based on the federal state standard, in which the general cultural and professional competencies are represented. The matrix of competencies is developed, where the disciplines during the study of which one or other competence is formed are defined. In the curriculum the forms of control are described, the department developed evaluation tools which allow to assess the level of achieved results. Also the state examinations, research work, the topics of master thesis are reflected.

The content of the educational program is considered through the



  • study of the disciplines:

  • history and methodology of science;

  • information and communication technologies in science and education;

  • mathematical modeling in vocational education;

  • philosophy of education;

  • modeling of academic disciplines;

  • management of educational systems;

  • andragogy;

  • foreign language (specialty);

  • business foreign language;

  • logic;

  • the main ideas and tasks of classical logic;

  • education law;

  • regulatory support of the educational process;

  • modern problems of vocational education;

  • history and methodology of pedagogical science;

  • pedagogical design;

  • design of learning environment;

  • innovative technologies in science and vocational education;

  • statistical methods in pedagogy and psychology;

  • the theory and teaching methods of vocational education;

  • the quality management system of vocational education;

  • modern theories of interpersonal interaction;

  • culture of project activities;

  • the organization of project activity;

  • marketing in vocational education;

  • pedagogical technologies of vocational training;

  • innovative models of professional training of working professionals.

The development of the curriculum and training program comply with the requirements of employers, the region's needs for skilled workers. The strategic partnership is established between the department and the mechanical technical Sormovsky college of PA Semenov and the similar department is organized there. The work of the department is supposed to implement competence-oriented education programs. The undergraduate students have the opportunity to work at the college, and also conduct research and teaching practice.

The department of TIMP closely cooperates with other educational institutions:



  • Nizhny Novgorod Industrial College;

  • Nizhny Novgorod Engineering College;

  • Nizhny Novgorod Technology College;

  • Nizhny Novgorod College of public service;

  • Nizhny Novgorod Civil Engineering;

  • Gorodets agricultural college;

  • Perevozskii Humanities College of Technology;

  • Sormovskiy Mechanical Engineering College of P.A. Semenov.

In NSPU a system of interaction with employers is developed. CA regularly conducts surveys of employers and analyzes its results.

We collaborate with training institutions in determining the basic period of pedagogical and practical training during the practice. The contracts with professional institutions are signed about the practices.


The composition of the State Examination Commission included an independent expert who is able to assess the results of students training.


Teaching

The educational process is organized in accordance with the requirements of the state standards: at least 25% of training sessions conducted in an interactive manner.

At the department the training manuals are developed by Vaganova O.I. Educational technologies. - Nizhny Novgorod: NSPU, 2012; by Markova S.M. Teachers’ activity in the implementation of competence-oriented education programs. - Nizhny Novgorod: NSPU, 2012.

They represent a wide range of educational technologies. These include gaming procedures, lectures, practical, activation procedure creativity, self procedure.

In the training process simulation-game is used, ie reproduction in terms of training with some measure of the adequacy of the processes occurring in the real system. The construction of such models gives the students an opportunity to understand various professional contexts and form professional experience in real vocational activities.

The system of tasks for independent work of students is developed (Yurtaeva T.S. Design and organization of independent work of students in the study of pedagogical subjects), it is aimed at the development of their professional skills.

The strategic partnership training sessions are held on the basis of secondary vocational education by undergraduate students, as well as by engineers, educators.

At the department individual and group consultations are organized, consultation schedule is presented in blogs of PTS, on the information board of the department.

At the department there has been developed a system of organizational and management scientific and research work of students, which is carried out in the following forms:


  • preparation of scientific works of students;

  • preparation of term papers and master's theses;

  • implementation of scientific-pedagogical practice and scientific and research work;

  • conducting experimental work;

  • preparation of scientific articles, participation in scientific conferences.

The department has developed the methodological support for student research organization:

S.M. Markova Organization of research work of teachers;


S.M. Markova and Koldina M.I. Organization of scientific-research work of students: a theoretical perspective; Koldina MI, Kotenko EF, Scientific research: methodology, theory, practice organization and conduct.

The final stage of the research work of students is preparation of a master’s thesis. It is performed to form a research culture, system professional thinking, to form capacity for analysis and modeling of pedagogical reality. An educational program provides information resources (computer hardware, electronic learning resources, reference and search engines), didactic materials; audio materials.

The department conducts scientific seminars for the teaching staff: "Forecasting in the learning process", "Predictive approach to education," "The competence and competences as the goal and the result of the educational process", "Educational technology in the learning process", etc.


International Perspectives

The department collaborates with the following institutions:



  • Belarusian State Agrarian Technical University;

  • Center for Higher Education.

  • Vitus Bering (Horsens, Denmark);

  • Graduate School of Technology and Economics in Augsburg (Faculty of Engineering) (Germany);

  • Institute of technology use (Radom, Poland);

  • Graduate School of Education (Warsaw, Poland).

The international cooperation is realized through exchange of publishing projects and joint publications, organization of scientific conferences, exchange of experience in the field of training and methodological and information support of the educational process, the generalization of experience in educational practice, the exchange and joint training programs for improving teaching materials, including through higher education system of international activities.

Assessment of Knowledge

The university teachers apply different procedures for assessing students' knowledge.

In accordance with the Charter (from April 22, 2011 as amended on April 18, 2012), the following types of assessment are used:


  • The current assessment is carried out for diagnosis and correction of knowledge and skills of students, with the help of the tasks APIM (certification teaching materials measurement), class tests and extracurricular activities;

  • Intermediate assessment (final examination in the discipline) is to take into account the impact of the individual stages of the learning process in the form of examinations and tests;

  • The final assessment is implemented in the form of the final state certification and determined learning outcomes.

The disciplines cycles HSE, EH and HPD (in accordance with the curriculum specialties) starting from 2007 students participate in a centralized online testing. Basing on the didactic units of the online testing at the Department of the theory and teaching methods of professional education (TTMPE) the special tests are developed as diagnostic tools for the disciplines of the curriculum and the department monitors the development of the students’ knowledge in the disciplines of HPE subject training.

Throughout the semester, interm and current control is held. In the current control different types of students’ work can be measured, for example, work with literature (note taking, reviewing, annotating), homework, tests or doing control work on a particular topic, making a presentation, communication, oral response on the topic, etc. the inspection (interim control) is carried out after a landmark study of a section (2-4 times per semester). It may include the evaluation of these types of applications, such as: preparation of the abstract, development and defense of portfolios, testing and implementation of the control of the section, the implementation of creative semester assignments.

NSPU approved the Regulation on the quality rating system of training students (Adopted at the meeting of the Academic (Scientific) Council NSPU, Minutes № 6 of 25.02.2011), which governs the rules for the use of ratings (Appendix 3). The NSPU site presents the memo on the rating system for students.

The rating system provides for evaluation and provides a constant contact between students, faculty, and administration of the university.


The organization of the final certification is based on the Charter and the Statute of the final state examination of graduates of higher education. The assessment of the students and graduates is based on the approved regulations (Appendix 4).

At the department the methodological support for writing a master's thesis is developed (Markova S.M. Preparation and submission of a master’s thesis.) and State interdisciplinary examination (Markova S.M. Program of State interdisciplinary examination on magistracy).

In NSPU the regular monitoring of the quality of the educational process is conducted. Every year, the departments and faculties are to assess themselves on various activities. They are published and open and available to all interested parties (Appendix 5).

Analysis of the work

Strengths:



  • Revision of curricula and training modules are produced annually in accordance with the objectives and results of educational programs;

  • The regular monitoring of progress and achievement of students is carried out;

  • The formation of academic disciplines is based on the cooperation with employers;

  • The valuation rules on the requirement for performance evaluation is established, documented and described are available to teachers and students.

Areas for improvement:

  • Insufficient foreign language literacy of the teaching staff and students to implement international cooperation projects.

Standard 3. The assessment of the knowledge level / competences of students

The order of evaluation of knowledge /competences in the current, intermediate, and final assessment is regulated by a number of regulatory documents (Appendix 4).

The Monitoring of the knowledge quality is carried out during the training period and consists of a variety of control measure: the current and interim control based rating plans, semester interim certification, tests, exams, final state certification (state examinations, defending of final qualifying works – diploma papers).

The work programs of the disciplines have a section "The control and evaluation of the results of discipline study." The evaluation tools of each competence are defined in it.

The rating plan defines the types of student work for each didactic unit. The conclusions about the quality of training are made as a result, not only of training, but also of the scientific activity of students.
Entry Requirements

The rules of admission to the university are on Web Site of NSPU.

For training in magistracy programs applications are accepted from persons who have a state standard document of higher vocational education at various stages. Enrolment to master course is carried out on the results of entrance tests in the form of testing. The proposed tests have two levels, which allows to evaluate not only intellectual but also creative abilities of enrollees. Questions of the first level are a group of close tests with tasks for selection of one or more correct choices, establishing a correspondence between the elements, the second level consists of a creative essay on the most topical problems of development of vocational education.

In evaluating the creative task considered:


  • the content of work, logic of conclusions, brightness of examples and pedagogical situations, the clarity of conclusions;

  • logic of presentation, sequence of disclosure of the main idea, convincing conclusions;

  • clearly expressed personal position;

  • creativity, originality, non-stereotypical arguments in the proof;

  • compositional integrity, consistency and completeness of the work.

Evaluation of the results is produced by a 100-point scale.

The scientific work of students

The student scientific work (NIRS in Russian) results are reflected in the reports by NIRS and NIRS plan for 2012-2013 academic year, in the minutes of the Regional Council for the NIRS of N Novgorod and the region in 2008-2012., in the collection of student scientific papers "Neophyte."

The content of NIRS is connected with the department research problem "Project quality management of educational systems" and reflects the priorities of improving the educational process in a professional school.

NIRS is achieved in stages and implemented in the cross-cutting principle: "pre-vocational training - training - post-graduate training". It is a system of gradual complication of contents and forms of scientific work:



  • student educational research work (UIRS): writing essays and performing research assignments on a variety of workshops;

  • creation of educational and research projects of authors’ schools;

  • writing course papers of investigational character;

  • writing a master’s thesis.

NIRS provides the complexity of work: from collective forms of work (subject contests, professional competitions: "The project of the new school", "Seven Wonders of pedagogy", "Personality of the teacher", "Space Columbus") to group and individual forms of work (problem work in groups, participation in conferences and competitions of Student scientific works).

According to the research conception of the Department the idea of ​​the project, cluster, an integrated approach to research is realized: the integration of pedagogy, psychology, and private professional techniques and the development and implementation of structural units (clusters), ensuring the implementation of the innovation. The tasks for the contests and competitions in the specialty are also integrative.

Annual contests of student scientific works of higher educational institutions in the city of Nizhny Novgorod and the region are organized. During 2008-2012 about 90 students of the faculty participated in the city competitions and 30 in the regional contests. They received the prizes of I, II and III degree.

The students participate annually in the final general university faculty and student conference "Innovation of continuing professional education".

NIRS is realized in profile and pedagogical disciplines and has an integrated character.

Almost all full-time students participate in the Olympiads and competitions: Regional Competition in Education (2007-2012), National Olympiad on teaching methods of vocational training (2007-2009), National Olympiad on professional training (2007-2012 years.). The results are prizes of I, II, and III level, both individually and in the group standings.

A variety of forms helps to involve students in research on various problems of professional and educational activities, contributing to the development of their personal philosophy of life and understanding of world cultures.
